Netherlands’ highest administrative court, the Council of State has ordered Kansspelautoriteit, the Netherlands Gaming Authority to review its previous decision to award only a single numbers lottery license, although uch a restriction does not apply to operators of charity lotteries.
The Courts decision means that present license owner Lotto BV can lose its numbers lottery monopoly.
Multiple international gambling firms, including Betfair, Betclic and Unibet, along with the European Gaming & Betting Association, challenged the renewal and won lower court victories, only to have the KSA appeal the verdicts.
Yesterday, the Administrative Law Division of the Council of State upheld the sports betting and scratch card monopolies but ordered the Kansspelautoriteit to rethink its decision to renew Lotto BV’s numerical lottery monopoly.
